Application for Unmanned Aircraft Permits

Please read the following information before completing your application.

Note: Please ensure the following when completing your application

  • Uploaded documents to be in PDF format
  • File size of uploaded documents does not exceed 2MB each
  • File name should not exceed 120 characters
  • Do not open up multiple windows or tabs when using the application portal
  • Do not use the BACK button when using the application portal
  1. CAAS will be the one-stop for the application of all permits for unmanned aircraft operations. This online portal has been established to facilitate applications for such permits. CAAS will process and coordinate with other relevant agencies on the evaluation of applications, and respond to the applicants on the outcome of their application for any permit.
  2. Applications should be submitted at least 2 weeks before the intended date of operation to allow sufficient time for processing of the permit(s) required. The expected processing time is 5 working days for an Activity Permit and 10 working days for the Operator and other permits. This assumes that the documents are received in good order and that the payment of application fees is made. More processing time may be needed in more complex applications where there is a need for separate meetings, demonstration flights or extensive clarification.
  3. Please ensure all mandatory fields are filled. Indicate "NIL" where applicable.
  4. Applications will be assessed on a case-by-case basis.

  3. Assessment of application / Refund of application fees

    The assessment of the application can only commence after receipt of payment. Application fees made are not refundable nor transferable, regardless of the outcome of the application.

  4. Other Fees payable

    If the frequency and output power of wireless transmitters of your unmanned aircraft system is evaluated to be not in compliance with IMDA's requirements, you may be contacted to make payment for a separate licensing fee in addition to the fees mentioned above.

    NEW APPLICATIONS

    1. * Operations Document (consolidated as 1 pdf document) which should include the following:
    2. i.Information on aircraft and ground control station(s) (GCS) specifications

      • GCS include the equipment(s) used to communicate and control the unmanned aircraft, as well as additional systems that are installed (for e.g. radio control transmitter/receiver, laptop, autopilot software, camera(s), video transmitter/receiver, equipment for in-flight monitoring of critical system parameters etc.);
      • Payload Specifications on what is being mounted on the aircraft and how it is mounted. Picture(s) clearly showing the unmanned aircraft and what is/are being carried by the aircraft;
      • Other onboard system specifications (if any) (e.g. Parachutes system, Claws, Tethering System) or power systems (if any) (e.g. solar panels, wind sails ... etc ...);
      • If there are any upgrades / modifications to the machine, for example motors, batteries or payload. The information has to be updated with relevant analysis and/or test data provided. Tests to be performed includes environmental test such as temperature test, shock and vibration test, water ingression test, and EMI/EMC test;
      • Specifications of the aircraft's onboard communication system (datalink, video link etc.). Information to be provided includes the radio frequency band and its associated field strength power (e.g. ERP/EIRP).       ii.Aircraft Operating Procedures and Flight Checks

      • Procedures for Pre and post flight checks, including setting up and disassembling of the UAS system;
      • Detailed description of Operational procedures during flight, including all available and possible operational flight modes and automatic failsafe modes;
      • Manual emergency procedures, including control and recovery procedures as described in the Risk Assessment.

      iii.General procedures for incident/accident reporting

      iv.General procedures for the management of casualties that arise from any incident

    3. * Illustration of the whole operation processes (Flight path, height, speed, how visual line of sight is maintained, number and position of pilots and observers, etc.). This document is mandatory if you are applying for an Activity Permit (Class 1 or 2).

    4. * Completed Risk Assessment using this form.
      Note: Control/ Recovery procedures included in this risk assessment are expected to be incorporated into operation document. For guidance on how to complete this form, click here.
    5. *Maintenance Plan (Description of maintenance to be performed on each unmanned aircraft, frequency of maintenance etc.). Please also provide the maintenance records of last maintenance performed, last defect rectified and last date flown for each unmanned aircraft model and ground control station, if available.
    6. * Supporting evidence of competency of the Remote Pilot, such as:
      • Proof of any UAS training or course attended and details;
      • Proof of any previous or existing unmanned aircraft licence or permit issued by other Authorities;
      • Proof of any similar activity previously carried out by the remote pilot.
      • Proof of currency management plan and its training syllabus.
    7. *Official document (e.g. letter, email) from the company/government agency/entity engaging your services, if you are operating your unmanned aircraft commercially over a Protected Place or over a populated area. If you are from a company / entity based overseas, please submit an official letter or email from the company/government agency/entity which has engaged your company's / entity's services, stating the purpose of conducting the type of operation.
    8. *Local-based companies will be required to submit the company's ACRA business registration document.
    9. Evidence of adequate insurance coverage for the intended activity.

    OP RENEWAL APPLICATIONS

    For Renewal of Permits, kindly prepare the documents as stated in the conditions below. Should it be required, these documents will be requested by the Authority during the processing of renewal application. The Authority may request applicants to provide additional supporting documents during the application.

    1. Organisation's particulars or contact details if there are changes since the last issuance of the Operator Permit.

    2. Revised Operations Document and Risk Assessment if there are changes/modifications to the UA type, payload, type of operations etc. since the last issuance of the Operator Permit.

    3. Details of the remote pilots if there are changes since the last issuance of the Operator Permit.

    4. Maintenance records/ history of the UA over the past year. The records should include the inspection dates and description of maintenance performed (inspection, replacement, defect rectification etc.).

    5. Summary (including the corresponding Activity Permit's Serial Number if applicable) of the activities that you have conducted over the past one year using the UA.

    6. Summary of any UA incidents recorded in the last one year. If nil incidents, please prepare a signed declaration.


    OP VARIATION APPLICATIONS

    The variation of an Operator permit is defined as changes to the scope of a valid Operator permit. All variations will be subjected to the Authority's approval.

    Variation includes any of the following:

      - Addition/ Removal/ Changes in UA Models

      - Addition/ Removal/ Changes to Remote Pilots Details

      - Addition/ Removal/ Changes to Types of Operation

    For variation to UA models and/or Types of Operations, please provide a revised set of the Operations Document, Maintenance Plan and Risk Assessment where applicable. For variation to Remote Pilots, please provide supporting evidence of the remote pilot competency where applicable. The Authority may request applicants to provide additional supporting documents during the application.

  2. How do I clear the browser's "cache"?
  3. It is recommended that you clear your browser's cache, and close all other applications that are running in your PC to free up memory space. For instructions on how to clear "cache"(temporary internet files), please follow the below steps accordingly to your browser versions.

    • For Internet Explorer 9.x and above browser
    • Step 1: Go to the "General" tab in Internet Options
    • Step 2: Click on "Delete" button, check "Temporary internet files"
    • Step 3: Click "Delete" button
    • Step 4: Click "OK" again to exit the Internet Options.

    • For Mozilla Firefox 51.x and above browser
    • Step 1: Click on "Tools" menu button and select "Options" submenu.
    • Step 2: Click on the "Advanced" panel.
    • Step 3: Click on "Network" tab.
    • Step 4: In the Cached Web Content section, click Clear Now

  3. Application fees made are not refundable nor transferable, regardless of the outcome of the application.

  4. Can I request for an invoice before I make payment?
  5. CAAS is unable to raise an invoice for Unmanned Aircraft Permit application as the permit fee is required to be accompanied with the application as stated in Singapore Air Navigation Order Paragraphs 72G(2)(b) and 72H(2)(b).

  6. Will I be issued with an official receipt after payment is made?
  7. Yes, a scanned copy of the payment receipt will be sent to applicants via email once payment is received by CAAS. The original copy of the receipt may be provided upon request.
